In this session, Foley Hoag LLP Partners Andrew London and Melanie Bartlett will walk you through the definitions of lobbying under Federal and Massachusetts law, as well as registration requirements, and reporting pitfalls for nonprofits. Participants will:
- Learn what activities constitute lobbying under Federal and State law, and identify exceptions
- Learn requirements under Massachusetts law for organizations engaging in lobbying activities, including, but not limited to, registration, annual disclosure, and political campaign contribution limits
- Learn how to appropriately report lobbying activities to the Secretary of the Commonwealth’s Lobbying Division, the IRS, and other government offices
- Learn how to appropriately report coalition lobbying activities
- Identify key IRS considerations for excessive lobbying under the substantial part or expenditure tests
- Learn when advocacy and public communications constitute political campaign activity
